Поручения Дмитрия Медведева по развитию жилищного хозяйства и системы ЖКХ

Дмитрий Медведев принял участие в форуме 27 января 2016 года. По итогам даны следующие поручения (резолюция от 6 февраля 2016 года №ДМ-П9-591):

Дмитрий Медведев1. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву), Минфину России (А.Г.Силуанову) и Минюсту России (А.В.Коновалову) внести до 10 февраля 2016 года в Правительство Российской Федерации законопроект о продлении до 1 марта 2017 года бесплатной приватизации жилых помещений.

2. Минстрою России (М.А.Меню) и Минэкономразвития России (А.В.Улюкаеву) представить до 1 октября 2016 года в Правительство Российской Федерации согласованные предложения по вопросу сохранения бесплатной приватизации жилых помещений после 1 марта 2017 года.

3. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву), Минфину России (А.Г.Силуанову), Минюсту России (А.В.Коновалову), ФАС России (И.Ю.Артемьеву) и Минэнерго России (А.В.Новаку) внести до 15 февраля 2016 года в Правительство Российской Федерации законопроект, допускающий возможность заключения ресурсоснабжающими организациями договоров снабжения коммунальными ресурсами с управляющими организациями, действующими от имени и за счёт собственников (нанимателей) помещений в многоквартирном доме.

4. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву) и ФАС России (И.Ю.Артемьеву) представить в Правительство Российской Федерации согласованные предложения по вопросу ограничения до шести месяцев срока действия лицензии на осуществление предпринимательской деятельности по управлению многоквартирными домами в случае отсутствия многоквартирных домов в управлении у лицензиата.

5. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву) и ФАС России (И.Ю.Артемьеву) представить в Правительство Российской Федерации согласованные предложения по вопросу совершенствования порядка проведения общего собрания членов товарищества собственников жилья и об уточнении правового статуса товарищества собственников жилья.

6. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву) и Минфину России (А.Г.Силуанову) совместно с АО «АИЖК» представить в Правительство Российской Федерации до 1 марта 2016 года согласованные предложения по вопросам продления срока действия программы «Жильё для российской семьи» в рамках государственной программы Российской Федерации «Обеспечение доступным и комфортным жильём и коммунальными услугами граждан Российской Федерации» и совершенствования условий её реализации.

7. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву), Минэнерго России (А.В.Новаку) и ФАС России (И.Ю.Артемьеву) внести до 10 февраля 2016 года в Правительство Российской Федерации законопроект о внесении изменений в Федеральный закон от 29 июня 2015 года №176-ФЗ в части переноса срока вступления в силу нормы о включении в состав платы за содержание жилого помещения расходов на оплату холодной воды, горячей воды, электрической энергии, тепловой энергии, потребляемых при содержании общего имущества в многоквартирном доме, отведения сточных вод в целях содержания общего имущества в многоквартирном доме на 1 января 2017 года.

8. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву), Минэнерго России (А.В.Новаку) и ФАС России (И.Ю.Артемьеву) представить в Правительство Российской Федерации согласованные предложения по вопросу переноса сроков усиления установленной ответственности собственников жилых помещений за отсутствие приборов учёта коммунальных ресурсов на 1 января 2017 года.

9. Минстрою России (М.А.Меню), Минэкономразвития России (А.В.Улюкаеву), Минфину России (А.Г.Силуанову) и Минюсту России (А.В.Коновалову) внести в установленном порядке до 1 сентября 2016 года в Правительство Российской Федерации проект федерального закона «О внесении изменений в Жилищный кодекс Российской Федерации и отдельные законодательные акты», предусматривающий введение новых механизмов переселения граждан из аварийного жилищного фонда, признанного таковым после 1 января 2012 года.

10. Минстрою России (М.А.Меню) и Минэкономразвития России (А.В.Улюкаеву) представить в Правительство Российской Федерации согласованные предложения по вопросу установления ответственности для руководителей субъектов Российской Федерации за срыв сроков программы по капитальному ремонту общего имущества в многоквартирных домах.
